Why should a past president dream of contesting an incumbent? – Akufo-Addo asks

President Nana Akufo-Addo has said he still finds it strange that a former president, John Mahama has decided to contest him in the forthcoming elections.

According to President Nana Addo, this is the first time a former president is contesting an incumbent, adding that the NDC’s flagbearer John Mahama has nothing new to offer Ghanaians other than the ‘incompetence and corruption’ Ghanaians witnessed under his tenure.

Speaking in an interview on Wontumi TV, Nana Addo established that Ghanaians will be making a grave mistake if they in the unlikely even vote for the opposition NDC and John Dramani Mahama in the December polls.

“This is the first time in our history that an incumbent president and an immediate past president is contesting for an election. Ghanaians should ask themselves what Mahama used his power for while he was in government. It’s not as though Mahama hasn’t been president before, he has. He did more than four years because he was even a vice president. What did he do? What’s his record that is making him seek a second term?” he queried.

President Akufo-Addo has for that matter appealed to Ghanaians not to make the “biggest mistake” again of entrusting the country’s resources and future into the hands of John Mahama because he believes his performance is the worst in the past 30years.

Meanwhile, President Nana Addo Dankwa Akufo-Addo is currently in the Ashanti Region as part of the regional working tour he embarked on since last week.

Rousing welcome for Naana Opoku-Agyemang in Komenda as campaign kicks off

It was a rousing welcome for the running mate of the National Democratic Congress, Professor Jane Naana Opoku-Agyemang who visited her hometown, Komenda to seek blessings ahead of a busy campaign period.

A day after her inauguration in Accra, Professor Naana Opoku-Agyemang returned to her hometown to officially announce herself as the NDC’s running mate to the chief and people of the town.

Pictures shared on social media indicate that her arrival was greeted with excitement and jamboree by residents of Komenda.

The former Education Minister also called on the Omanhene of the Komenda Traditional Area, Nana Kojo Kru II to inform him of her mission.

“Under the normal circumstances, I was supposed to visit my father to seek his thoughts when the invitation was extended to me. However, the urgent nature of the invitation made it impossible. All the same, I reached out to my Father on phone for his blessings.

“I’m here to inform my father that what I told him about on phone has in deed, happened and to seek his fatherly blessings. This is why I’m here. My father, here I am. Your daughter is now running mate to the NDC flag bearer”, she said.

Nana Kojo Kru said he was first struck by Naana Opoku-Agyemang’s uniqueness when she was the Vice-Chancellor of the University of Cape Coast.

He assured her of the town’s support and was hopeful that Komenda was going to be the birthplace of the first Ghanaian female Vice President.

“I discovered your relationship with us and your works, even in Komenda here. I thus got my palace to even hand over the royal staff to you. That staff is the staff of the royal stool. You made it easier for us because you never abandoned us,” he told the NDC running mate.

“You are my daughter, my loving daughter. We gave birth to you for a purpose, and that purpose, you have always lived it. We are proud of you. We know that you were selected not just because you are a woman, but because you are extremely competent,” he said.

Joy FM reports that after the meeting with the chief and elders, Naana Opoku-Agyemang addressed a crowd of ecstatic youth at the Komenda lorry park.

Asantehene laments lack of progress on KNUST teaching hospital project

The Chancellor of the Kwame Nkrumah University of Science and Technology (KNUST), Asantehene Otumfuo Osei Tutu II, has reiterated calls on the government to complete the KNUST Teaching Hospital project which started 12 years ago.

Speaking at the investiture of Prof. Rita Akosua Dickson as the new Vice-Chancellor of the University, which had President Akufo-Addo present, the Asantehene made reference to letters that he had written to the Presidency and urged him to help ensure work resumes on the project.

“The KNUST teaching hospital project which will facilitate the training of health professionals for the country has been under construction for 12 years and appears to be abandoned due to lack of funds.”

“I have written a series of letters to the Ministry of Finance and to the office of his excellency the president but it appears no action has since been taken.”

“KNUST has been very instrumental in the development of the country’s health systems and the completion of this facility will go a long way to contribute to the sustenance of such support,” the Asantehene said.

In response, President Akufo-Addo assured that the project will be completed soon.

He said the tenure of the new Vice-Chancellor “will be marked by the construction of the teaching hospital which is so dear to your heart and that of the Otumfuor Osei Tutu.”

KNUST teaching hospital project

The 800-bed capacity hospital was expected to be one of the leading medical training and healthcare facility in the country.

The project, which was being executed by the College of Architecture and Planning of KNUST with funding from the University in collaboration with the Ghana Education Trust (GETFund), at the cost of about $125 million, was expected to be completed in 6 years.

Covering a land area of some 71 acres, it is to among others things have a cardiothoracic and neurosurgical centre, diagnostic unit and laboratory, morgue, administration and Out-Patient-Department (OPD) block, wards, security post, effluent chambers as well as a laundry unit.

Currently, the superstructure of the project is only partly completed.

No student has died of COVID-19 – Dr. Aboagye Dacosta

The Ghana Health Service has stated categorically that not a single student has been killed by the novel coronavirus (COVID-19).

Following the outbreak of the virus in some senior high schools across the country and subsequent deaths of some students, many are quick to attribute the deaths to COVID-19.

The latest is the death of a female second-year Gold Track student of Oyoko Methodist Senior High School in Koforidua.

She collapsed while writing Literature in English Paper Thursday afternoon. She was rushed to the St. Joseph Hospital but pronounced dead on arrival.

Kasapa News has gathered that the General Arts student was not well in the last three days, and was treated at the sick bay but collapsed during the examination and died.

But speaking to host Bonohene Baffuor Awuah on Anopa Kasapa on Kasapa 102.5 FM, the Director of Health Promotions at the Ghana Health Service, Dr. Aboagye DaCosta, dismissed such speculation insisting that no student has died of COVID-19.

None of the students who were asked to resume schooling has died of Coronavirus and that must be placed on record. Those who have died lost their lives to other ailments.”

BREAKING NEWS: Otumfuo’s Hiahene is DEAD, Manhyia Palace Confirms

Per the document available, Our Portal can report that Manhyia has announced the death of Otumfuo’s Hiahene, Oheneba Agyeman Atweneboanda, a retired Executive Director of African Development Bank.

Oheneba Agyeman Atweneboanda death according to a statement from Mahyia was made known to Otumfour on Saturday July 25, 2020. Otumfuo’s Hiahene is said to have given up the ghost at age 87, however, the cause of his death is currently unknown.

A statement from Manhyia announcing the death said: “A distinguished international banker, diplomat, and sportsman, Oheneba Atweneboanda retired as an Executive Director of the African Development Bank before his enstoolment. He was an accomplished footballer in his youth, playing for many years for Asante Kotoko Sporting Club alongside his brother, the late Asebi Boakye.

Oheneba Atwenebroanda succeeded the late Oheneba Mensah Bonsu, the celebrated uncle of Otumfuo Osei Tutu II, Asantehene, in 1998.

A former Deputy Education Minister, Samuel Okudzeto Ablakwa has pointed out inconsistencies in government’s data on the flagship Free Senior High School programme.

In a Facebook post on July 24, the opposition National Democratic Congress (NDC) Member of Parliament (MP) said:  “Same Mid-Year Review document delivered in Parliament yesterday: Page 44 informs us that Form 3 students are 362,108; page 97 paragraph 468, on the other hand, presents a different figure of 313,837. That’s a variance of 48,271.”

According to the legislator representing the North Tongu constituency, there is the need for an independent audit of all the numbers to ensure taxpayers are getting value from the GH¢3.2 billion invested in the educational programme.

While on Page 45 of the 2020 Mid-Year Review budget, the number of Form 3 students is captured as 362,108, page 98 presents a different figure of 313,837.

GhanaFact has also found similar contradictory figures relating Free SHS cohort 1 students in the 2019 and 2018 Mid-year review budget statements.

According to the 2019 review budget, Page 47 paragraph 214, 362,108 students were admitted in September 2017. But this contradicts the 2018 review budget which claims 362,118 first-year students from all public SHS are benefiting from the programme. ( Page 36 paragraph number 163).

Meanwhile, the government is yet to account for the difference of 48,270. The Deputy Education Minister, Dr Yaw Osei Adutwum when asked about the discrepancies during an interview on Citi TV’s Point of View programme said they are yet to find out from NABTEX- whether the 48,270 are Technical and Vocational School students.[July 20 interview, between minutes 28:57- 30:25]

Gyampo scores Prof. Opoku-Agyemang 70% for her speech delivery

Senior lecturer and Political Scientist, Prof. Yaw Gyampo has given 70 per cent score to his fellow academic and running mate to Former President Mahama; Prof. Jane for her speech delivery in her outdooring event which was held yesterday.

According to Prof. Gyampo, he would have scored Prof. Jane more if she had owned her speak by speaking extempore just as an accomplished academic would do without the help of a teleprompter.

Prof. Gyampo in assessing the Monday’ outdooring event noted a few things which he talked about.

In a Facebook post which was sighted by GhanaVanguard.com, the renowned academic noted that Prof. Jane touched on few issues which may be solved with her help if her party, NDC wins the elections. He admitted that the issues indicated by Prof. Jane are elementary problems the country is facing.

Prof. Gyampo further added that Prof. Jane endeared herself to her listeners and people who watched the live event on TV. He noted also that the way Prof. Jane endeared herself to her listeners makes it impossible for anyone to say he or she hates her.

However, Prof Gyampo indicated that John Mahama spoke too much; saying his long address at the event was not the best. This, according to Gyampo will enable people to compare his speech to that of his running mate’s speech which could lead to the exposure of contractions in the speeches. Something that opposition communicators can chance on to score political points.

At the concluding part of his statement; Prof. Gyampo revealed that Prof. Jane as Mahama’s Vice Presidential candidate is the reason why the upcoming general elections will be very competitive.

Gyampo, however, noted that his colleague academics; Dr Bawumia who is the Vice President of the country and Prof. Jane are incomparable citing their different personalities and unique attributes as reasons.

Domelevo ‘locked-out’ from his office

The Auditor-General, Mr Daniel Yaw Domelevo, who is currently on 167-days leave had the shock of his life Tuesday when he learnt that the lock to his office has been changed.

Mr Domelevo said he went to the office Tuesday afternoon to pick up some documents but could not access his office because the locks had been changed.

According to him, he then enquired from the acting Auditor-General, Mr Johnson Akuamoah Asiedu, who confirmed that the Audit Service Board Chairman, Professor Edward Dua Agyeman, had asked him to change the locks to protect documents.

Confirming the incident to Graphic Online, Mr Domelevo expressed reservation at the development, saying for something like that to happen, he should have been informed because he remained in active service and that was his office.

Mr Domelevo’s 167-days accumulated leave has been shrouded in a lot of controversies.

Presidential directive

The Presidency in a statement dated Monday, June 29, and signed by the Director of Communications at the Presidency, Mr Eugene Arhin, directed Mr Domelevo to take an accumulated annual leave of 123 days from July 1, 2020.

The letter asked Mr Domelevo to hand over all matters relating to his office to Mr Johnson Akuamoah Asiedu, the Deputy Auditor-General, to act as Auditor-General, “until his return from his well-deserved leave.”

The statement explained that the President’s decision was based on sections 20 (1) and 31 of the Labour Act, 2003 (Act 651) which apply to all workers, including public office holders such as the Auditor-General.

Defiance

However, in a three-page letter dated July 3, 2020, and addressed to the Secretary to the President, Nana Bediatuo Asante, Mr Domelevo asked the President Akufo-Addo to reconsider his directive for him to proceed on his accumulated leave.

According to him, although he was aware that his work was “embarrassing the government”, the directive had “serious implications for the constitutional independence of the office of the Auditor-General.”

Mr Domelevo noted that although he had since taken his accumulated leave days as directed, the action by the President was unconstitutional and not in the best interest of the office of the Auditor-General and for that matter the country.

A second letter dated July 3, 2020, and signed by the Secretary to the President, Nana Bediatuo Asante, said the Office of the President decided to increase the accumulated annual leave of the Auditor-General from the initial 123 to 167 working days to include his period of leave for the year 2020 other than the earlier directive which only calculated the accumulated leave days from 2017 to 2019.

CSOs react

In the mid of the back and forth a coalition of many civil society organisations (CSOs) and non-governmental organisations (NGOs) launched a nationwide campaign against the directive by President Akufo-Addo to Mr Domelevo to proceed on his accumulated leave.

In a campaign dubbed: “Bring Back Domelevo“, the coalition, which comprises the Ghana Integrity Initiative (GII), the Centre for Democratic Development (CDD-Ghana), the Ghana Anti-Corruption Coalition (GACC), the Institute for Democratic Governance (IDEG), the Africa Centre for Energy Policy (ACEP) and over 400 members of the CSOs Platform on the Sustainable Development Goals (SDGs), called on the President to reverse the “proceed on leave” decision in the interest of accountability and democratic governance.

Domelevo’s leave directive can’t be reversed – Presidency

However, in a response to the petition, the Office of the President said President Nana Akufo-Addo will not change his stance on the directive for the Auditor-General, Daniel Domelevo to proceed on leave.

The Secretary to the President, Nana Asante Bediatuo in a response to a petition it received from some Ghanaians home and abroad said Nana Akufo-Addo’s position on the matter remains the same.

While acknowledging the reasons cited by the petitioners as the basis for their calling on the president to rescind the decision, the Office of the President said all the arguments had been considered before the decision to ask Mr Domelevo to proceed on leave was taken.

“The President encourages people to be citizens and not spectators and therefore, your petition is welcome, and its contents have been duly noted. However, the position of the President as contained in the letter dated 3rd July 2020 from this Office to the Auditor-General remains the same. The arguments made in your petition were considered prior to the President taking the decision to request Mr. Daniel Domelevo to take his accumulated leave from 1st July 2020. Accordingly, the President is unable to grant the request in your petition,” the letter noted.

NDC Lists 60 reasons Mahama is better than Akuffo Addo

The National Democratic Congress (NDC) has listed some 60 achievements of John Dramani Mahama that makes him a better candidate than Akuffo Addo.

The NDC released the list of achievements in response to Vice President Bawumia’s 50 reasons that makes Akuffo Addo a better candidate than John Mahama.

  1. He deployed emergency plants and speed up the completion of ongoing plants resulted in the addition of more than 800 megawatts (MW) of power within 18-months.

  2. In addition to the Energy Sector Levy and ongoing works to restructure the legacy debt of the power utilities, which helped to stabilise the power situation.

Water and sanitation

On water, President Mahama increased investments in the provision of clean drinking water and cited the provision of boreholes, small town water systems and major urban water treatment projects as some initiatives that had significantly increased access to clean drinking water.

  2. The Kpong water expansion project

  3. The ATMA project have expanded access to urban water supply in the capital, Accra.

  4. The Wa water supply project

  5. The 3Ks project, covering Kumawu, Konongo and Kwahu,

Roads and transport

John Mahama’s tenure of office had some of the most massive investments in the road sector in the history of the country. Some of the road projects include;

  1. Achimota-Ofankor

  2. Awoshie-Pokuase

  3. Sofoline

  4. Tetteh Quarshie-Adenta.

Other projects include;

  1. The Kwame Nkrumah Interchange,

  2. The Kasoa overhead bridge

  3. The Airport Hills/Burma Camp network of roads,

  1. The NDC government invested more resources in continuing the Eastern corridor roads

Economy

  1. John Mahama’s government inherited an economy that was running a high deficit, with increasing inflation and interest rates characterised by a rapidly depreciating currency.

He recalled the forum at Senchi and said it was an attempt to forge a consensus for a home-grown fiscal consolidation programme, noting that the outcome eventually became the basis for the International Monitory Fund (IMF) Extended Credit Facility (ECF) programme that the country was implementing.

Health

  1. During his tenure in office, a large number of health professionals trained under his administration to improve the healthcare delivery system of the country.

Health Projects

  1. District Hospitals each with a capacity of 120 beds at Dodowa, Fomena, Kumawu, Abetifi among others. 6-District Hospitals each with 60 bed capacity at Tepa, Nsawkaw, Konongo, Salaga, Twifo Praso and the 100 bed Madina hospital, 120-bed Bekwai Hospital

  2. The expansion in the utilisation of the National Health Insurance Scheme (NHIS). In 2015, the out-patient utilisation of NHIS stood at 29 million, up from nine million in 2008.

The NHIS on the whole had also been improved under his administration to ensure that people, including the vulnerable, had access to quality healthcare.

18 Health Centres have been completed at Amasaman, Doffor, Pokukrom, New Jejeti, Paakro, Gwollu, Funsi, Sang, Northern Buipe, Manso Nkwanta, Abuakwa, Mase Sosekpe, Kedzi, Adamso, Kayoro, Timonde, Bonsu Nkwanta and Dadieso.

  1. CHPS Compounds

Out of 2,948 functional CHPS zones, 1,260 have been constructed.

  1. Eye Care Centre at Komfo Anokye Teaching Hospital

  2. National Medical Equipment Replacement Programme: This US$264 million initiative has ensured the provision of critical diagnostic and treatment equipment for over 150 hospitals nationwide. These include all Teaching Hospitals in Ghana (Komfo Anokye Teaching Hospital, 37 Military Hospital, Tamale Teaching Hospital and Korle Bu Teaching Hospital), all Regional Hospitals, 125 District Hospitals, 14 Health Centres and 8 mobile clinics.

Social protection

  1. His administration helped cushioned the poor and vulnerable, many social protection programmes were introduced.

  2. The number of people benefitting from schemes such as the School Feeding Programme, the Livelihood Empowerment Against Poverty (LEAP) and the Eban card, had been expanded to cover majority of the poor and vulnerable population in the country.

Education.

  1. The John Mahama government continued to support the provision of free textbooks and uniforms to pupils in public schools, and it has restructured and enlarged the school feeding program.

  2. The provision of 10,000 free sandals to eligible pupils. This was his initiatives to follow through on raising the quality and inclusiveness of education for everyone in Ghana.

  3. The school shift system, through which pupils run shifts due to lack of adequate classrooms, has now been eliminated in many of our communities. In Wa, Sunyani, Tarkwa, Dansoman, Krachi Nchumuru in the Oti Region and many other areas, school children can no longer skip school to play truant in the name of the school shift system.

  4. In the area of Accelerated ICT Education, his administration improve upon ICT at the basic level, 81,000 basic school teachers were trained to enable them acquire the requisite skills in the use of ICT in teaching and learning.

A total of 54,500 laptops were procured and distributed to basic school teachers and 60,000 laptop computers were distributed to public schools across the country.

  1. A bills passed in his administration which includes Technical University Act, Act, 2016 (Act 992). This made some of the polytechnics changed to Technical Universities.

  1. To facilitate the management of education delivery the Mahama led administration procured and distributed 500 vehicles to the educational institutions-senior high schools, universities, colleges of education and polytechnics.

  2. In terms of School Infrastructure – A total of 1,856 out of 2,578 basic school projects have been completed under the Schools Under Trees programme. The remaining was due for completion. A number of teachers bungalows, education offices, sanitation blocks and 203 out of 232 classroom blocks includes the SHS E block have been completed.

Under the Early Childhood Care and Development (ECCD), the Mahama led administration rehabilitated 345 KG classrooms, constructed 1,347 KG blocks and provision of 1,875 KG tables and chairs.

Agriculture

Job creation must also be supported by the expansion of opportunities in the agricultural sector. There is the need to secure sufficient supplies of food at affordable prices. Following our strong commitment to the modernisation of agriculture;

  1. The government of Mahama increased the number of rice maize, yam harvesters. Additional emphasis has been put on grain storage facilities and the creation of bore holes for agricultural purposes.

  2. Agricultural mechanisation service centres was established.

  3. His achievements includes reviving cotton farming in the Northern Ghana.

  4. Between 2009 and 2011, the government also rehabilitated several irrigation dams in the Greater Accra, Volta, Ashanti and Brong Ahafo Regions.

  5. Ghana produced more than 1m tonnes of cocoa in 2011, a significant increase over the output in 2008, which stood at about 680,000 tonnes.

Sports

In line with Government’s determination to develop sports infrastructure,

  1. The 15,000 seater capacity Cape Coast Stadium.

  2. Progressive prominence of Ghanaian sportswomen and men at the African Youth Games in Gaborone, Botswana in 2014, the Youth Olympics in Nanjing, China in 2014, the Commonwealth Youth Games in Apia, Samoa in 2015, and the All-Africa Games in Brazzaville, Congo in 2015.

Housing

Housing: Mahama government continues to invest heavily in the area of housing in a bid to bridge the housing deficit. An aggressive affordable housing programme has been rolled out to provide more Ghanaian families in the lower to middle income bracket with decent homes. The programmes being undertaken in this regard are –

  1. The Affordable Housing Project at Saglemi in the Ningo-Prampram District of the Greater Accra Region.

  2. “Nyame dua” Estates Under a PPP arrangement, Messrs Sethi Realty Limited has been allocated 95 acres of land at Kpone for the construction of 5,000 affordable housing units, branded “Nyame Dua” Estates.

  3. Security Services Housing Scheme Phases 1 and 2 Government’s commitment to provide decent housing for the security services has been given meaning through the completion of 168 housing units with related infrastructure in Tema.

  4. Keta Sea Defence Resettlement Housing Scheme.

  5. Adenta Regeneration Project (SHC Gardens) The Adenta Regeneration Project Works on the Regeneration projects at Lartebiokorshie, Kaneshie, Kanda and North Effiakuma.

  6. New Labadi Villas Housing Project

The Ghana Armed Forces housing project

  1. Police Housing Project Government, through a Public Private Partnership, at Cantonments in Accra.

  2. Affordable Housing units started in 2006 at six sites in five regions namely, Greater Accra, Ashanti, Northern, Upper West and Eastern.

56-yr-old man charged for sexually abusing a minor

A 56-year-old unemployed man, Kwame Oduro, who is accused of defiling a 13-year-old girl at Wetlands in Accra, has appeared before an Accra Circuit Court.

Oduro, who was without legal representation, was charged with defilement but pleaded not guilty.

He was admitted to bail in the sum of GHC60,000.00 with three sureties, one to be justified with a landed property worth GHC60,000.00.

The court presided over by Mrs Christina Cann further ordered that the title deed of the said landed property should be deposited at the Registry of the Court.

According to the court, the prosecution should also comply with full disclosures and adjourned the matter to August 11.

Prosecuting Chief Inspector Judith B. Asante said the complainant is a security man residing at Wetlands in Accra with her daughter (the victim in the case).

Chief Inspector Asante said Oduro also resides in the same vicinity as the complainant.

According to prosecution, the victim always goes to Oduro’s to visit her friend (name withheld) who also lived in the same house with the accused.

The prosecution said in July this year at about 0640 hours, the victim visited her friend as usual and she assisted the friend to sell her oranges.

During the cause of selling, the victim’s friend informed her (the victim) that her mother was not around.

Oduro, therefore, took advantage of the absence of the friend’s mother and lured the victim into a metal container and had sexual intercourse with her.

The prosecution said the victim after the act, informed her friend and parents about the ordeal.

Oduro was subsequently arrested after a complaint was made and a medical form issued to the complainant to take the victim to the hospital for examination and treatment.
