COVID-19: “We suspect death numbers being massaged” – OccupyGhana

Pressure group OccupyGhana has said it has cause to suspect that the government is massaging the COVID-19 death toll and also accused officialdom of lacking candour as far as dealing with the virus is concerned.

 

“The case count is growing steadily by the day – about 200 to 300 new cases per day. At the last count, we had 7,652 confirmed active cases even though that number could be higher (the total number of confirmed cases is 11,964.)”, OccupyGhana said in a statement issued on Monday, 15 June 2020, observing: “There is cause to suspect that the death numbers are being massaged”.

It explained: “The reported 54 deaths so far cannot be right. For instance, even though 38 deaths have been reported from the Ashanti Region alone, less than 20 of those deaths are included in the national count!”

OG warned: “If the public suspects under-reporting etc, there will be a loss of trust in the reporting system and that will have consequences that will influence public behavioural responses”.

The group also expressed concern about ambulances not showing up when the public calls 112 as well as the delay in test results coming out.

“Ambulances are not showing up when people call 112. DEAR GHANA, HAVE WE DECIDED TO LIVE WITH THE VIRUS?

The outbreak of COVID-19 surprised many leaders around the world. Several had to institute lockdowns in major parts of their countries to stem the spread of the virus. However, this led to massive economic downturns in their countries. To deal with this reality, several leaders have opened their countries up again and are countenancing an express or implied policy of ‘Living with the Virus.’

THE HEALTH REALITY IN GHANA

We acknowledge the initial successes that the government has had with containing the spread of COVID-19 within Ghana, which has even attracted the favourable attention of some international commentators. However, we should not be lulled into a false sense of security.

Ambulances are not showing up when people call 112. Tests are delayed on account of suspected depletion in reagents, short staffing etc. There’s a complete lack of candour from officialdom on infections. A good case in point is the real possibility that there is an outbreak of COVID-19 among parliamentarians and yet that fact is being hidden and all we get are conflicting statements and behaviour that is not in line with how to deal with this disease.

Several healthcare workers have been infected and some have died, sadly. This points to the sad fact that our doctors and nurses and frontline health workers do not have adequate PPE. Our holding and treatment facilities are running out of space and just a few days ago, the Special Advisor on Health at the Presidency lamented the fact that we do not have enough critical care staff. We also do not have enough critical care beds.

Hospitals are getting overwhelmed with spillovers of designated areas for suspected and confirmed cases into emergency rooms and wards otherwise not assigned. The result of this, with delays in getting test results, is a desperate attempt to shorten hospital stay and increase availability of bed space by discharging patients before the post-treatment test results. The unfortunate occurrence, which has led to some being discharged with their repeat tests coming back positive after their discharge. This is disheartening and should not be allowed as we seek to fight this pandemic with professionalism and integrity.

Contact-tracing is not being done at the levels needed anymore. The government must answer allegations that because contact-tracers were paid GHS70 instead of the promised GHS150 per day, they have walked out. The result is that there isn’t much contact tracing going on at the moment.

And yet we, Ghanaians, are not doing the things that have been shown to reduce the spread of the disease – no physical or social distancing and an unwillingness to wear face masks. Even elected and other high-ranking government officials are guilty of this.

The country’s success in suppressing the spread of this disease was due in part to the early and aggressive lockdown strategy, minimising the opportunity for transmission of the disease in strategic areas. If the lockdown is not economically feasible, should we not be pursuing other measures that reduce transmission and do not affect the economy as much?

REOPENING PUBLIC SCHOOLS Following that line of thought, is it a wise decision to reopen schools even if it is just for Forms 2 and 3 SHS, Form 3 JHS and final-year students in our tertiary institutions?

We acknowledge that to ensure social distancing, the President directed that JHS 3 classes are to comprise of a maximum of 30 students and SHS classes a maximum of 25 students.

Prior to the students arriving, the schools are supposed to be fumigated and disinfected. Once the students arrive, each student, teacher and non-teaching staff are to be provided with re-usable face masks by the Ministry of Education.

Yet we worry about the wisdom and safety of this measure, looking at how fast the disease is spreading now. The belief that the virus does not affect children is false. Children and teenagers do get the disease and then spread it to adults who are more vulnerable. Also, the virus induces an inflammatory condition in children and teenagers that can be deadly. Looking at the behaviour of the general Ghanaian population, how sure are we that the JHS and SHS students are going to wear their masks and social-distance not only in the classrooms but also when they leave the classrooms and in the dormitories? How good is personal hygiene going to be at a time when it is of utmost importance? For instance, are all schools going to be assured of the running water needed for the basic hand-washing protocol?

If we are not careful, these schools could turn into hotspots for disease transmission and the students could become super-spreaders.

Of course, students have been impacted by lockdown. Their learning has been affected, even where there are robust online and at-home lessons underway. But at this point in the school year, is it really worth the risk of reopening schools? If the whole aim is for them to finish their exams, can we put resources into getting students to take these exams online? How about students being given time-bound extended essays and/or open book examinations to write at home? How about combining all of those with continuous assessment grades to arrive at a final exam score for all such students?

We are asking these questions because we do not think that the need to get the students to be physically present for exams is worth the risk of having the disease break out in our schools. We are not convinced that if students get sick in schools, there are adequate resources to test and treat them. CONCLUDING COMMENTS

If the government has decided to pursue a policy of ‘living with the virus,’ then the healthcare system and the population should be prepped for this. Let’s just remember that Sweden tried the method and has one the highest levels of deaths per million in the world.

We acknowledge the renewed emphasis on enforcing social distancing and the wearing of masks. This should be across the board and must include all government officials.

They have to lead by example. Large social gatherings should be continued to be banned. We should re-dedicate resources into testing and contact tracing. Recent studies have shown that not all patients who get severely ill need ventilators. We should invest in cheaper non-invasive oxygen therapy solutions.

Also, the use of convalescent plasma has been shown to reduce mortality. The Ministry of Health should start an aggressive push to harvest and store plasma from recovered patients.

At the start of this outbreak, Ghana showed the world that we could do a lot with the little we had. This took resolve and great leadership. We should not lose that now when the stakes may be much

Wa COVID-19 isolation centre robbed

Thieves have broken into the Wa Municipal COVID-19 isolation centre in Wa and made away with a mattress and a 32-inch television set.

The Upper West Regional Health Promotion Officer, John Makpeh, confirming the incident to Citi News said: “it was reported to me by the Wa Municipal Health Promotion Officer.”

“Saturday, we were there with another team that came on monitoring with World Health Organisation to monitor the facilities that we are using to house the COVID-19 patients in the region. We took them there and upon getting there, I realised that thieves had broken into the facility.”

“We went there and realized that the thieves broke the back door of the centre and made away with a TV and a mattress.“

The Wa Municipal COVID-19 centre was constructed by ActionAid Ghana and handed over to the Ghana Health Service about two months ago as a support in the fight against the pandemic.

Mr. John Makpeh, however, could not confirm if the matter has been reported to the police.

“The case has been reported to the municipal assembly to take action on it,” he instead said.

Panic at Ogbojo Polyclinic as six senior staff contract coronavirus

Fear has engulfed nurses and other workers at the Ogbojo Polyclinic at East Legon after some senior staff who have tested positive for COVID-19 at the facility are reportedly still reporting for duty.

According to Starrfm.com.gh sources, six senior staff who have contracted the virus have not self-isolated or been directed to do so by the hospital.

Multiple sources told Starrfm.com.gh that a medical officer, a Midwife, the Supply officer and a Nursing officer are among those hit by the virus.

A management member at the hospital who spoke to Starrfm.com.gh on condition of anonymity Monday confirmed the cases but said he was unable to offer details.

Meanwhile, President Akufo-Addo has confirmed that Ghana’s Health Minister Kwaku Agyeman-Manu has contracted Coronavirus.

Media reports on Saturday noted the minister had contracted the virus and was being treated at the University of Ghana Medical Centre in Accra.

Addressing Ghanaians in his 11th national address since the COVID-19 pandemic, the President said the minister is in a stable condition.

“Let us also wish our hard-working minister of health, Hon. Kweku Agyemang-Manu, a speedy recovery from the virus which he contracted in the line of duty. And he is in a stable condition,” Mr Akufo-Addo disclosed.

Chief prays for Mahama at cemetery

A Chief of Breman in the Suame Constituency in Kumasi, Baffuor Kotei Kutin Sraman, has caused a stir by offering special prayers at a cemetery for the flag bearer of the opposition National Democratic Congress (NDC), ex-President John Dramani Mahama.

The traditional leader particularly prayed to the ancestors of Breman, which is one of the known traditional towns in Asanteman, to help Mr. Mahama to win the 2020 polls.

His weird behaviour of deciding to offer special prayers for the NDC flag bearer at a cemetery is reported to have incurred the wrath of his people.

Scores of the youth at Breman are reported to have become extremely angry over the bizarre actions of their chief so they have vowed to report him to the Asantehene, Otumfuo Osei Tutu II.

NDC Birthday

According to sources, the NDC Parliamentary Candidate for Suame, Francis Dodovi, on Thursday June 10, 2020 visited the Bremanhene at his palace at Breman in the morning.

That fateful day marked the 28th anniversary of the formation of the NDC; therefore, Dodovi had reportedly visited the traditional leader to solicit for his prayers for the progress of the party.

Cemetery Prayers

Unexpectedly, instead of praying for Dodovi in his palace, the Breman chief rather suggested that Dodovi and his supporters should follow him to the Breman Cemetery for special prayers.

Baffuor Kutin Sraman, who was holding schnapps, reportedly prayed to his ancestors to stand behind Mr. Mahama so that he emerges victorious in the upcoming elections.

According to the Bremanhene, Ghana experienced massive transformation when Mr. Mahama was President for a term; therefore, the NDC leader deserves another term to do more.

Baffuor Kutin Sraman took his time to recount the developmental projects of Mr. Mahama and stressed the need for the Breman gods and ancestors to help him win the polls.

Dodovi Grateful

When DAILY GUIDE interviewed Dodovi on phone, he confirmed that the Bremanhene indeed prayed for Mr. Mahama at the cemetery and said he was grateful to the chief.

According to him, indeed Ghana experienced massive transformation when Mr. Mahama was in political office; therefore, the chief had not erred for praying for the NDC flag bearer to win the polls.

Angry Youth

In a related development, a section of the youth at Breman are said to be brimming with rage after it emerged that their chief had decided to pray at a cemetery for the NDC leader to win the next elections.

They said they have no qualms about their chief’s decision to offer his unflinching support for Mr. Mahama, explaining that their only worry is the chief’s decision to offer the prayers at the cemetery.

The Breman youth said they would report their chief to the Overlord of Asanteman, Otumfuo Osei Tutu II, to punish him.

“It is not in good taste for our chief to march NDC members to our cemetery for special prayers for Mr. Mahama to win the polls so we shall report him to the Asantehene,” they said.

The Asante Kingdom’s royal mausoleum is located at Breman so Otumfuo periodically visits the town. The youth have said they will lodge their complaint to Otumfuo anytime he visits Breman

Current register can be manipulated to change the outcome of Dec. 7 polls – Jean Mensa

The Chairperson of the Electoral Commission says the existing voters’ register is susceptible to manipulation which could endanger and change the outcome of the December election.

Jean Mensa, mounting a strong defense for the Commission’s decision to create a new register for the December polls explained that an audit of the current system had established potential room for election manipulation, with dire consequences on the general election, saying that was something the EC wanted to avert with the new BVR.

She also added that the use of the current voters’ register will force the Commission to rely mostly on manual verification since capturing of fingerprints in the last registration exercise was poorly done.

“Our experts advised us right from the onset, that in acquiring the new system we will be changing the system operating the biometric voter management system-and it meant that we have to migrate the data from the old system to the new system.

“The result was that we could risk and indeed we did stand to risk losing a lot of data of citizens who have registered. You will go on voting day and your names will be missing from the register and this was not a risk that we wanted to take.

“I can image the fury and uproar that would occur in this country if people go on voting day and their names were not captured.

The EC boss said, this was not a risk the Commission is ready to take.

“Because the finger prints quality is so low, when you go on election day and you are trying to verify, you realize that your finger prints cannot be verified.

“What happens then is that, you come with a card and we allow you to vote. This could lead to manipulation in the sense that the card may not belong to you and because we don’t have the feature for facial recognition, you could come in with the card and you are allowed to vote and if there’s collusion at the polling station level, it could lead to high level of manual verification.”

Madam Jean Mensa further indicated that, out of the 5.4 million people who were verified to vote in the 2019 district assembly election, 35,000 voters were manually verified.

According to her, the current register was not credible because it had been bloated with the names of foreign nationals due to the EC’s acceptance of the National Health Insurance Scheme (NHIS) cards for voter registration and the demise of about a million registered voters.

She said the Supreme Court determined that the NHIS card was not a sure proof of citizenship and asked the EC, in 2014, to expunge the names of those who used the NHIS cards for the voter registration from the register.

Addressing the leadership of the Trades Union Congress (TUC) before proceeding to a closed-door engagement on the compilation of the new register in Accra on Friday, 12 June 2020, she said the reason for compiling a new register was to promote free, fair and transparent elections

Breaking: NIA forced to issue cards without verification

Deep throat sources within the National Identification Authority (NIA) say the planned mass distribution of printed Identity cards will be done without verification.

The sources disclose contrary to procedural requirements before cards are finally issued, the Authority is trying to use photo albums to do the distribution without biometrically verifying them.

NIA is reported to have already gone ahead to alter its system to verify all cards printed manually, which is unacceptable and compromises the database.

They explain that for NIA to alter the Automated Fingerprint Identification System (AFIS) and Card Personalization system to manually verify 3,875,441 applicants at 5,635 registration centers nationwide.

According to sources the NIA Chief Executive, Professor Ken Attafuah is under intense pressure to create conditions to justify enough cards distributed to be used as a primary document for the upcoming new register as captured under Electoral Commission’s C.I 126 currently before Parliament.

“Now that they are trying to use photo albums to do the distribution without been biometrically verified means, cards can be mistakenly issued to wrong people and defective cards can also be issued which makes the card useless,” the source lamented.

They explained that the NIA has no clear deadlines in it’s registration and distribution of cards and have been wondering why the Authority should rush to distribute cards without biometrically verifying them, a case that could cause serious problems and financial loss to the state should many become defective during the printing process.

The concerned staff describe the compromises as unprofessional and unacceptable because the system was designed to mandatory verify all applicants before issuance of cards.

“Now what this means if that cards can be mistakenly issued to wrong people, defective cards can also be issued which makes the card useless because they can’t be used in future for any verification purpose,”they explained.

The NIA was expected to begin the mass distribution of the Ghana Cards on Monday, June 8, 2020 following protests that EC’s decision to limit eligibility requirement for the new voter register to the national ID cards and passports will disenfranchise millions who are yet to receive their cards or registered.

The NIA which cited delays in distributions of PPE to the over 5,000 collection centers explained in a statement that the card issuance blitz, will enable 11,062,850 Ghanaians to possess Ghana Cards in good time to be used for vouching for their relatives or other Ghanaians who wish to register during the nationwide mop-up registration exercise commencing on 18th June 2020 and ending in mid-September 2020.

Critics say it is virtually impossible for the NIA to capture about 10million more eligible voters on its database. They argue, that the over 11,062,850 Ghanaians NIA claims it has registered include those between 15 and 17years who cannot vote. The Electoral Commission at its last briefing after an IPAC meeting to announce tentative dates for the compilation of its new register projected to capture about 16.5 million voters.

There are already concerns about the practicability of timelines because of strict COVID-19 prevention protocols to be adhered to, the difficulty in running NIA registration and EC exercise concurrently in the midst of the rainy season.

Kufour Contributed To The Collapse Of The Movie Industry – Mr Beautiful

Ghanaian actor, Mr Beautiful, has blamed former President John Agyekum Kufour for contributing to the collapse of the movie industry in Ghana.

“When President Kufour assumed office he collapsed the Concert Party,” Mr Beautiful told Agyeman Prempeh on Power Entertainment on Saturday, June 13.

According to the actor christened Clement Bonney, an appointee of the former president led to the fall of the once vibrant industry.

Although he maintained that Ex-President Kufuor himself loved the locally produced movies and would’ve wished to see it prosper, he said his wrong choice of person to head the Ghana Broadcasting Cooperation (GBC) collapse the film industry.

Mr Beautiful, who starred in the Keysoap Concert Party alongside Mercy Asiedu, Akrobeto, Kyeiwaa, Agya Koo among others which aired on state-owned GTV said Concert Party need to be revived.

Comparing the movie industry to a football team, he said, “You see every football team without academy suffers. Look, Kotoko, Hearts of Oak they have no football academy – they suffer. When President Kufour assumed office he collapsed the Concert Party. He himself loved our movies, but, he never knew he’s the one who destroyed the Concert Party when he appointed the late Eva Lokko to GBC”

The only sponsor Concert Party had was Lever Brothers. Eva increased the rate for airtime when she assumed office. Lever Brothers had to pay twice the initial amount. They pulled out, Concert Party was without sponsor, so, it collapsed — it fed the movie industry with actors,” he asserted.

Speaking on the Power Entertainment show Mr Beautiful also denied endorsing the National Democratic Congress (NDC) and its flagbearer John Dramani Mahama affected his acting career.

“Honestly speaking, if anyone tells you joining the NDC is the reason I’m not featured in movies, it’s untrue – they’re lying, it’s not true,” Mr Beautiful said.

“I had an altercation with most movies producers in Kumasi because I told them insults like animal, stupid, you’re a fool, leave there. It’s normal in Kumasi, It is not an insult to them. It’s fun. Contrary, when you come to our part of the south and the north. It’s an insult. I confronted them [movie producers] about it. There was a time Ghanaians in the disapora, especially the educated ones, at least University graduate, stopped their children from watching the local movies because it was full of strong language. It was too much. I spoke to them so fought they fought me,” he explained.

“At another point they asked me to speak Twi. I disagreed. I’m a typical Fante man so whatever you do I will speak my Fante. So, if for the sake of Twi, I gave them their script.We shot ‘Ama Ghana’. It won many hearts. Along the line, they gave me ‘Akua Agege’ when I read the script it was a remake of the Ama Ghana movie. I expressed my displeasure about it and opt out of the movie.

The only time they saw me sharing a podium with His Excellency John Mahama they used that as a yardstick — ‘We Kumasi people are NPPs if you’re an NDC people won’t patronize your movies. So, we won’t feature you again,’” Mr Beautiful recounted.

Mr Beautiful is married to Belinda Gharbin with whom he has three adorable daughter.

He is known for movies such as ‘Ama Ghana,’ Made in London,’ among others.

My NDC Affiliation Has Partially Affected My Career – John Dumelo

John Dumelo says campaigning for the National Democratic Congress (NDC) in the 2012 and 2016 elections made movie producers to sideline him.

Speaking in an interview with Agyeman Prempeh on the Power Entertainment on Power 97.9FM, Saturday, 13 June 2020, the actor and politician said, “It has somehow hurt my career. 2012 and 2016 it affected me especially, It affected me more when the NDC lost the 2016 elections most of the producers I worked with left me.”

“I knew the outcome [of endorsing the NDC] So, I wasn’t worried,” the father of one added.

Mr Dumelo, who’s contesting for Member of Parliament in the Ayawaso West Wuogon constituency on the ticket of the opposition NDC believes everything is political in Ghana.

“Ghana everything is political, you understand,” Mr Dumelo said. “Everything is the NDC and the NPP. Even in our workplaces which isn’t politics we do politics there. So, in the movie industry it is not different. Reason I know everything is politicized in Ghana.”

“If that’s the way forward we won’t progress because always we’ll do things in party lines. NDC, NPP even if there’s a contract or endorsement they’d treat it as NDC, NPP,” He added.

He urged Ghanaians to desist from politicizing everything and put Ghana first. That way, he said we can move on as a nation.

“I think the best [thing] is to put Ghana first. Once you put Ghana first, it’d depoliticise the current system. If you’ve Ghana first then political is secondary. It will end the victimization. If you look at me despite all and sundry knowing I belong to the NDC I always try to put Ghana first and once everyone does that everything will be okay,” he concluded.

Endorsing NDC Didn’t Hurt My Acting Career – Mr Beautiful

Deputy Information minister struggles to dismiss NDC’s Green book

The Deputy Information Minister, Pius Enam Hadzide, on Saturday, struggled to justify that the National Democratic Congress Green book of achievement was full of illusions.

A week after President Nana Akufo-Addo said the largest opposition party’s unprecedented projects only existed in the book, his deputy minister insisted those words came in a context.

“We must put the president’s comment in context and not be simplistic about it. My understanding is that it was a fair suggestion to make. It was misleading and misrepresentation on the NDC’s part.

“They claimed riding on the road could let you fall asleep but all these were all fantasies, he said on Newsfile, a current affairs programme on Joy FM.

He added that the Mahama-led NDC’s unprecedented achievements did not exist on the ground.

“If you go to page 60 of the green book. These projects were listed as Mahama projects. The Kpone water works, the Kwahu Ridge Waterworks, Konongo water project, Wa Water project…They were stated as John Mahama projects.

“If you take a look at the 2007 budget, you’ll notice the aforementioned projects was listed in the budget so it is indeed misleading,” he as defended the President.

But the host of the programme insisted that Mr Hadzide point out projects that did not exist in the book to which, the deputy minister said it was full of artist impressions.

He said the Atuabo port project, but Samson Lardi Anyenini explained that the book made it clear that it was an artist impression.

He said the NDC must know that infrastructure development was not about trophy projects in Accra or some few regional capitals.

“Infrastructure has to permeate the whole spectrum from the base. If you are talking about unprecedented, it truly does not exist in the green book. We have been going around, even in Accra, the infrastructure deficit is so huge,” he said.

The deputy minister argued that the NDC must not take credit for the various infrastructural development being enjoyed by Ghanaians.

The president contended that the so-called project was mainly a fantasy created by the NDC.

But, Felix Ofosu Kwakye, taking his turn said that former President Mahama never mentioned anywhere that he completed all the various projects as is being propagated by the NPP-led administration.

“I was part of those who drafted the book and l am telling you on authority that there is not a single project in this book that does not exist on the ground today or at the time we were doing it or that its status was known.

“I have no doubt in every introduction former President Mahama made.He made it clear that these projects were ongoing or in some cases, contracts were awarded. You should also bear in mind projects just materialise.

“They go through a process. So, l am saying for the record that there is not a single project that was captured in the book that does not exist on the ground.

He stated that the government could not argue on the basis of only five pictures out of the 584 infrastructural projects in the green book.

“The president said that the unprecedented infrastructure exists only in the green book and not on the ground. This is not the first time the president is saying this.

“Four years, President Akufo-Addo has been waging a war of affliction on the green book. The first time he said this was on an NPP platform in 2016.

“He was very specific that the green book was filled with artistic impressions which is not so,” he stated.

The debate on the current affairs programme took over the trends on social media.
