NPP implementing our “People’s Manifesto” – John Mahama

0

The Flagbearer of the National Democratic Congress (NDC), John Dramani Mahama, says the Akufo-Addo government is busily seeking to save face by rushing to implement the laudable and far-reaching policy proposals in the NDC manifesto.

Speaking at a People’s Manifesto Townhall Meeting in Kumasi, Mr. Mahama said the NDC manifesto is a product of its wide consultation with Ghanaians of all walks of life, a process the ruling New Patriotic Party (NPP) made mockery of.

“Today, after taunting that the NDC was going to the people because we did not know what to offer Ghanaians, they are now planning and actually implementing our proposals and promises, which are what the Ghanaian people want”.

Former President Mahama said the NDC approach was well-conceived and accounts for the manifesto promises that have been well-received and endorsed by many Ghanaians.

“It was important we went to the people whom we will be serving because it is they who would give us the power… to tell us what they wanted us to do for them.”

According to President Mahama, the NPP and Akufo-Addo, after criticising many of his policy proposals, including cancelling the teacher’s licensure exams, legalizing and regulating Okada, payments to bank depositors and reduction in the CST rate, have turned around after realising how popular the NDC manifesto promises are to start implementing them.

A unique feature of the Kumasi Townhall engagement was that all the speakers made their presentations in Twi.

President Mahama announced that the Townhall meeting will be replicated in other regions. He called on Ghanaians to reject the NPP administration and embrace the NDC’s clear superior policies, which emanated from Ghanaians themselves and which would be implemented for their benefit once the people elect the NDC in December 2020.

Among the audience were teachers, spare parts dealers, contractors, doctors, chiefs, okada and tricycle drivers and teeming party supporters.

Free wifi for second cycle institutions begins in October – Minister

0

The Minister for Communications, Mrs Ursula Owusu Ekuful, has disclosed that the government would begin the rollout of the free Wifi for Senior High Schools (SHSs) in October, this year.

She said despite the shutdown of schools due to the outbreak of the coronavirus pandemic, it was important that the country prepared for the future.

“It is important that we extend connectivity to every part of the country hence the implementation of the ‘enhanced rural telephony project’ which will bring networks to unserved and underserved parts of the country, where there are network problems.”

Mrs Ekuful was speaking at the climax of the 10th Edition of National Girls in ICT Day held in the Nkwanta South Municipality of the Oti Region.

The celebration is instituted by the International Telecommunication Union (ITU) to encourage girls to adopt and participate in technology.

She said the Girls in ICT initiative had trained 584 girls from eight Districts in the Oti Region.

Cumulatively, about 6,604 girls were trained in basic computer literacy skills and coding.

“We cannot leave any Ghanaian child behind and we must strive to give every child; male and female, the opportunity to succeed in life. When it comes to technology, the thinking is that it is not a girl’s thing, we are here to tell the world it is a girl’s thing.”

The Minister said the celebration was made biennial instead of the annual training, while mentorship workshops and an ‘open day’ experience was included to enable best performing girls to spend days with women working in technology-related disciplines.

She said there were many Information and Communication Technology (ICT) related job opportunities in areas of health, law, accounting, teaching and education hence the need for participants to take their studies seriously.

“There is nothing you cannot do if you put your mind to it. It is not impossible, just dream, think, believe and work hard at it, seek help, find out how and you just get on with it,” she said.

Mrs Ekuful called on the Ghana Investment Fund for Electronic Communications (GIFEC) and teachers they had trained to establish coding clubs in all the participating schools in the Region to sustain the interest of the girls and to enable them to introduce their mates to the initiative.

The Girls in ICT initiative is one of the flagship programmes of the Ministry of Communications and in line with the International Girls in ICT Day, an initiative backed by all ITU Member States.

It also aims at encouraging and empowering girls and young women to consider studies and careers in the growing field of ICTs, enabling both girls and technology companies to reap the benefits of greater female participation in the ICT sector.

The Minister said the schools from which the top ten emerging girls came from in the Region would have their ICT laboratories upgraded to support the learning of the subject.

“We will continue to whip up the interest of our daughters to enable them to acquire the relevant skills that are needed to enhance their opportunity as they develop their careers in the industry to make them competitive.”

“We want you to be interested in science, technology, engineering and mathematics education and careers. We want to demystify ICT and narrow the gender digital divide.”

Mr Abraham Kofi Asante, Administrator, GIFEC said mechanisms were in place to check the beneficiaries and also to help them train their colleagues.

He said zonal centres were established to help the beneficiaries deal with problems to ensure continuous progress of the initiative.

Ten beneficiaries were from Biakoye, eight from Nkwanta South, eight from Krachi East, eight from Krachi Nchumuru, seven from SALL, seven from Krachi West, three from Jasikan, and two from Nkwanta North District of the Oti Region.

Nana Asete Dakoa II, Paramount Queen of Adele Traditional Area, Nkwanta, noted that the creation of the Oti Region had brought a lot of benefits to the citizenry especially in areas of education.

She called for government support to enable most girls in the Region to get enrolled in schools.

Nana Asete Dakoa admonished the beneficiaries to make good use of the opportunities given them to the benefit of their colleagues and communities.

The beneficiaries were also engaged through a virtual mentorship session where they shared and received messages related to ICT, the internet and available job opportunities in the sector.

The Economic Community of West African States (ECOWAS) has hinted at a possible return of the Malian government to civilian rule in a matter of days amid threats to impose restrictions should push come to shove.

An earlier ultimatum set by the leaders for a handover by close of day September 15 was not met as Col. Assimi Goita leaves the shores of Ghana for Bamako.

But President Akufo-Addo told the press after the meeting that the military leader has agreed to, upon his arrival in Mali, engage the National Committee for the Salvation of the People (CNSP) further as part of measures to implement its commitments agreed at the ECOWAS meeting.

“I am hoping that by the time he [Col. Goita] gets there, these things would have been completed so that the sanctions will be lifted. We’re talking, hopefully in days, not in weeks” he said.

The ECOWAS Chairman further revealed that Col Assimi Goita “participated in the discussion but we insisted that he goes back and do the consultation with those who are responsible for the decisions and get their buy-in.”

The Coalition of Domestic Election Observers (CODEO) and Center for Democratic Development CDD-Ghana, have criticised the Electoral Commission’s pegging of the filing fee for Presidential Candidates at Ghc100,000.00.

This follows a 100 per cent increase in filing fees for Presidential Candidates by the EC.

In an interview with Radio Ghana, Programmes Manager for CODEO, Rhoda Afful said the increase is not justified, since the EC’s operations are funded by the State.

A Research Analyst with CDD, Gilfred Asiamah also described the amount as unacceptable.

GHS100,000 filing fee to sanitise electoral system – Kamal-Deen

A Deputy Director of Communications for the governing New Patriotic Party (NPP), Kamal-Deen Abdulai says the filing fee for the 2020 presidential election is a good measure to reduce the number of persons on the ballot.

The Electoral Commission, on Monday, September 14, 2020, opened nominations for the 2020 presidential and parliamentary elections.

The nomination forms are to be filed from Monday, October 5, 2020, to Friday, October 9, 2020, with GHS100, 000 set as the filing fee for presidential candidates, and GHS10, 000 for parliamentary candidates.

But there have been varied opinions on the amount set, with many calling for a reduction.

Meanwhile, Kamal-Deen Abdulai says the GHS100,000 fee requirement will help prevent a situation where over 40 candidates could be found on the ballot.

Mr. Kamal-Deen Abdulai made these comments on Citi TV’s Breakfast Daily show on Tuesday, September 15, 2020.

“In any case, political parties like the NDC not too long ago charged GHS400,000 for their presidential elections. The NPP also charged GHS200,000 for their presidential candidates. So, I think it is to sanitise the system. The money is not going to the Electoral Commission but for all Ghanaians,” he said.

EC defends GHS100,000 filing fee for presidential aspirants

The Electoral Commission has justified the increment in filing fees for the 2020 presidential and parliamentary elections.

A Deputy Chairman of the Commission, Dr. Bossman Eric Asare insisted that the increment is in tandem with the value of the currency.

“In each particular year, it is important you look at the value of GHS50,000 in 2016, then compare it to GHS50,000 in 2020 then you will notice that the Commission has not increased it much. And even when you look at the [filing fee for] parliamentary [aspirants], the GHS10,000, you will realise that the Commission has reduced the price because we all know that GHS10,000 in 2016, is not the same as GHS10,000 in 2020. The Commission is doing this to promote multiparty democracy.”

Customers of defunct Microfinance firms, S&Ls to receive full cash payment from today

0

Depositors of the collapsed Microfinance companies, Savings and Loans and Finance Houses will from Wednesday, September 16, 2020, have full access to their funds.

It follows the government’s resolution of the original commercial paper, also known as bond.

The government on Tuesday released a total of GHS3.56 billion to settle the remaining depositor claims of the 347 defunct Microfinance companies, 23 Savings and Loans and Finance Houses.

Affected customers have been directed to visit any branch of the Consolidated Bank Ghana Limited to receive their monies through the new funding arrangement.

A statement from the Receiver, Eric Nana Nipah indicated that customers who have either received or are due commercial paper in partial satisfaction of their claims will receive cash payments at no discount for the bond they have already received.

Meanwhile, depositors who have already discounted all or part of their bond will now receive a full refund of the discount they have suffered in cash.

“Notice is hereby given that with effect from Wednesday 16 September 2020, affected depositors may contact any branch of Consolidated Bank Ghana Ltd (“CBG”) the paying bank to access their newly created Cash accounts which were originally designated as Commercial Paper (Bond) accounts at the bank”, the statement directed.

It will be recalled that in April 2020, the Receiver issued a government-backed non- interest-bearing financial instrument to the defunct institutions whose validated and agreed claims in the resolution exercises had not been fully extinguished by the application of the cash component of government’s funding provided for that purpose.

The tenor for the bond was for a period of five years with a 10 equal instalments every six months as the drawdowns.

The timing of first drawdown payment was scheduled for March 31, 2021.

Of the GHS 6.49 billion required to fully settle all valid depositor claims, about GHS3.56 billion (55 per cent) of these claims were initially settled with Government-backed bonds.

GHS 2.93 billion (45 per cent) had already been released to some depositors of these resolved companies in cash and bonds.

There were however concerns that this method, the non-interest-bearing nature of the bond and tenor “did not make the Bond commercially attractive, thus creating a significant loss in value of their claims to them.”

On May 31, 2019, 347 microfinance companies had their license revoked by the Bank of Ghana as part of the financial sector cleanup.

The Bank of Ghana, in August 2019, also revoked the licences of 23 insolvent Savings and Loans companies and Finance Houses.

These actions were in line with Section 123 (1) of the Banks and Specialised Deposit-Taking Institutions Act, 2016 (Act 930), which requires the Bank of Ghana to revoke the licence of a Bank or Specialised Deposit-Taking Institution (SDI) where the Bank of Ghana determines that the institution is insolvent.
